Harmonization and Its Impact on Federally Regulated Rail Projects

There is concern about how harmonization under “one project, one review” will apply to federally regulated companies such as those in the railway industry. Harmonization with provincial processes could require adaptation to varying provincial standards, even though these projects fall under federal jurisdiction. Co-operation agreements should ensure that federal requirements remain clear and enforceable. Additionally, for environmental officers striving for sustainable stewardship in railway projects, the success of substitution depends on provinces having robust processes and resources. Provinces with weaker frameworks could lead to uneven environmental protection, which is a risk we hope to see addressed in implementation.
